And we will also try to draw lessons from the situation that unfolded.<\/p>\n\n\n\n<p>Every spring, the park would literally &#8220;grow&#8221; on the site of the Wollman Rink in the heart of Central Park, <strong>providing New York families with a cozy alternative to large theme parks for 17 seasons<\/strong>. And it would seem that such a business was not threatened by anything. But&#8230; History sometimes takes unexpected turns, especially when it all happens in New York, in its historically most prestigious and expensive borough (Brooklyn, sorry and move over).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"2003_Birth\"><\/span>2003: Birth<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"420\" src=\"https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-54.png\" alt=\"\" class=\"wp-image-4654\" srcset=\"https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-54.png 620w, https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-54-300x203.png 300w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/figure>\n\n\n\n<p>In the summer of 2003, the Italian Zamperla family (amusement ride manufacturers) saw a &#8220;gold mine&#8221;: Wollman Rink in Central Park \u2014 50,000 square feet of ice in the winter, but empty in the summer. After negotiations with the Central Park Conservancy and the Parks Department, they created Central Amusement International (CAI) and received permission from the city. The park opened for the first time in the summer of 2003 as the only true family amusement park in Manhattan. The idea was simple and brilliant: an ice rink in the winter, a &#8220;traditional&#8221; park with hand-decorated rides in the summer. The first season was a hit with families with young children.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"2003%E2%80%932019_17_Seasons_of_Stable_Happiness\"><\/span>2003\u20132019: 17 Seasons of Stable Happiness<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Every May, the park &#8220;grew&#8221; on the site of the ice rink, operated until September (usually May\u2013September), and disappeared. Every year \u2014 the same 10\u201312 rides for children aged 2\u201312, games, and a food court. No massive reconstructions or drama: just a reliable seasonal tradition. Over 17 years, the park became a part of a New York childhood \u2014 a little Coney Island of sorts. Operator Zamperla\/CAI regularly updated the rides (some even moved to Luna Park in Brooklyn later).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"2020_COVID-19_Put_an_End_to_It\"><\/span>2020: COVID-19 Put an End to It<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>In early summer 2020, operators were preparing to open under Phase 4 (outdoor recreation) protocols. But New York State excluded amusement rides from the permitted list. On August 17, 2020, it was officially announced that the season was canceled: <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;We are saddened to announce that Victorian Gardens will not open this season and will likely cease to exist entirely.&#8221; <\/p>\n<\/blockquote>\n\n\n\n<p>The main reason was the lack of a clear reopening plan from the state. The park never returned, although an announcement has hung on the official website for years: <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8220;Closed for the 2020 Season.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p>Although initially <strong>it was only a temporary closure<\/strong>, other entertainment appeared on the site of Wollman Rink, but without the rides characteristic of amusement parks. There were no attempts to restore it \u2014 the economy and the pandemic killed the only amusement park in Manhattan!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Features_of_the_Park\"><\/span>Features of the Park<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"500\" src=\"https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-55.png\" alt=\"\" class=\"wp-image-4657\" srcset=\"https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-55.png 900w, https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-55-300x167.png 300w, https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-55-768x427.png 768w, https:\/\/cdn.manhattan1.one\/wp-content\/uploads\/sites\/48\/2026\/04\/image-55-696x387.png 696w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p>Victorian Gardens Amusement Park was unique precisely because of its compactness and well-thought-out concept. It occupied the territory of the Wollman Rink \u2014 exactly 50,000 square feet (about 4,600 m2) \u2014 and every spring it literally &#8220;grew&#8221; on this spot, only to disappear in the autumn.<\/p>\n\n\n\n<p>The Italian company Central Amusement International (CAI) deliberately chose a traditional style: rides that blended harmoniously into the Victorian aesthetics of Central Park. No giant roller coasters or extreme sports \u2014 only cozy, family entertainment for children from 2 to 12 years old. <strong>The main advantage was safety and convenience for children<\/strong>.<\/p>\n\n\n\n<p>And indeed, children didn&#8217;t get lost, the distances between rides were minimal, and the lines were much shorter than in large parks. Many rides allowed riding together with adults, and height restrictions (from 36 inches) clearly separated where a child could ride alone and where they had to be with a parent.<\/p>\n\n\n\n<p>The rides were classic and at the same time cute:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tea Party \u2014 cups where you control the spinning yourself.<\/li>\n\n\n\n<li>Mini Mouse \u2014 an American mini-coaster for beginners.<\/li>\n\n\n\n<li>Rainbowheel \u2014 a hexagonal Ferris wheel shaped like colorful hot air balloons.<\/li>\n\n\n\n<li>BigFoot \u2014 a new ride with massive monster truck tires.<\/li>\n\n\n\n<li>Rockin\u2019 Tug, Kite Flyer, Happy Swing, and many others.<\/li>\n<\/ul>\n\n\n\n<p>All rides were themed and designed for families to ride together. In addition to the rides, there were games to win prizes, and a small food court with classic fairground food: cotton candy, caramel apples, hot dogs, and churros.<\/p>\n\n\n\n<p>The atmosphere was calm and cozy \u2014 without the noise of large theme parks. On weekends, local artists, magicians, and clowns performed, although it was a bit difficult in the heat without shade. Prices also remained at a moderate level, and the conditions were particularly favorable for families with several children.<\/p>\n\n\n\n<p>Victorian Gardens did not try to compete with industry giants. Here are a few interesting facts:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The only true amusement park located directly in Manhattan (all other major parks were located in other boroughs, such as Brooklyn).<\/li>\n\n\n\n<li>Special coating instead of ice. To install the rides and not damage the infrastructure, the surface of the ice rink was covered with a special acrylic floor.<\/li>\n\n\n\n<li>Due to its location (entrance near 59th Street and 6th Avenue), the park often flashed in the background in various videos, and the Wollman Rink itself has a huge cinematic history. In addition, this place attracted tourists from all over the world, who, after shopping on Fifth Avenue, could simply go down to the park for entertainment.<\/li>\n\n\n\n<li>A popular ride in the park was the Hydro Racer \u2014 a game with water cannons. Kids loved it because it was the perfect way to cool off a bit on a hot day.<\/li>\n\n\n\n<li>The park did not rely only on iron mechanisms. Every weekend (and on holidays), a whole team of animators worked there.<\/li>\n\n\n\n<li>The uniqueness of the park was also in its temporary nature. The fact that it &#8220;grew&#8221; in the spring and disappeared in the fall created an aura of a special event, limited in time, around it. Every season was perceived by locals as a holiday.<\/li>\n<\/ul>\n\n\n\n<p>Well, the business had every chance to stay afloat. As soon as a force majeure occurred, the entire project stopped instantly. A lesson for entrepreneurs: if your model is completely tied to one place and one season, you are always on the verge of extinction.<\/p>\n\n\n\n<p>The second lesson concerns relations with the authorities. The park operated under a temporary city and state permit that had to be renewed every year. When the crisis hit, the bureaucratic machine simply did not have time (and perhaps did not want) to adapt quickly. This is a classic trap: a business that lives by &#8220;permission at mercy&#8221; is always vulnerable. The lesson: <strong>never build a long-term strategy on short-term agreements with government agencies<\/strong>.<\/p>\n\n\n\n<p>The third (and most bitter) lesson is about the nature of a crisis. Even an experienced international operator with Italian roots, who knows how to build and transport rides all over the world, could not save the project. The pandemic has shown that sometimes an external factor is so strong that neither the quality of the rides, nor the moderate prices, nor the love of families can save it. Therefore, true business resilience is measured not by how well you perform in good times, but by how much &#8220;fat&#8221; (financial reserves, contract flexibility, and alternative sources of income) you have accumulated in advance.<\/p>\n\n\n\n<p>Victorian Gardens was a wonderful project, provided the weather was good. But favorable external conditions ended, and the beautiful fairy tale died.
